- Steve Bush presents a brief overview of the Main Street Program.
- Ambrose Clay presents an update on the in-fill ordinance.
Handouts of the in-fill ordinance were handed out.
- Airport and vectors update.
- Mayor Longino spoke about the annexation issues involving College Park. Pamphlets were mailed to South Fulton residents from the city of College Park. We discussed the pro’s and con’s.
- Police report.
- Art’s festival update. Volunteers still needed.
- Presentation of the nominating committee’s choice for officers and board members, no other nominations from the floor. Therefore the following neighbors will represent the neighborhood beginning at the October meeting.

Board Meeting
August 8, 2006
- Welcome by Eugene Taylor, president.
- Membership report by Richard Dickson and recognition of new members.
- Presentation of the new subdivision on fairway called “oxford walk”. Patty Ventola, Abby Forbush, and Caroline Nappo from Re/Max Metro Atlanta builder/developer services presented the concert to the neighborhood and provided us with some wonderful food!!
- Ambrose Clay presented us with an update on the infill ordinance. It was tabled by our city council until later in August.
- Chief Gary Yandura presented the police report.
- Alison Hanlin presented an update on the Arts Festival which will be held on September 30. Linda Gravit had a call for volunteers.
- Sandy Causey discussed the upcoming Mayor’s Ball to be held on September 23.
- The nominating board members were announced.
- The balance of the meeting was a discussion headed by Councilman Rusty Slider on the changes to the airport flight paths.
- Due to time spent on the flight path issues, that annexation discussion with the mayor was postponed until the September meeting.
- The meeting adjourned at 8:45 p.m.

Topics Of Discussion:
1. Membership report By Richard Dickson. We currently have
136 paid members.
2. The Mayor will speak at our regular meeting on August 8, 2006. He will speak about the Fulton County annexation issues.
3. The balance of the meeting was spent discussing the upcoming board nominations and more specifically the nominating committee. Eugene (As Past President) and 5 others will serve on the nominating committee.
4. Several of the neighbors discussed to serve on the nominating committee were called and responded. We now have our nominating committee. They Are: Alan Gravitt, Eileen Murphy, John Alderidge, Tonya Austin, and Patricia Bigelow. Eugene Taylor will also be a part of the nominating committee as outgoing president.

- The Colonel from Fort MacPherson will deliver a 30 minute presentation on the fate and re-development plans for the fort at our regular meeting on Tuesday, May 9, 2006.
- We discussed having a quarterly social in June possibly at “Pecan”.
- We discussed having a charitable day and we also discussed where we are with the production of “Dogwoods and Sidewalks” neither topics were finalized.
- We will announce the need for volunteers to assist the landscape committee with the planting of the city planters and their maintenance.
- Kimberly Davis has requested to be the membership person for the next 3 years. This topic was not finalized.
- Gene will mail a card to the new homeowners for the June social.
- We currently have 131 paid members per Richard Dickson.
- We discussed the June social at Manchester Arms on a Sunday.
- Sekena Abernathy updated us on the progress of the Art’s Festival Committee. Announcements have been posted for a T-shirt contest. Press Releases have gone out and artist applications have been updated.
- Edward Whiteside Presented the board with the results of the plant and pinestraw sale. With some monies uncollected we estimate the event to produce revenue of about $1,900. Handouts were given out.
- Tony Mitchell presented the treasurer’s report. Our checking account closing balance is $9,092.39. Our unobligated balance Is $6,217.39
- Tony Mitchell presented the smart development committee report and the HCPNA Executive Board Housing Preservation Committee Report.
- We adjourned at about 8:45 P.M.

March 14, 2006
- Introduction of New Members and our new HCPNA car stickers.
- Membership Report by Richard Dickson. We currently have 110 paid members, 20 of which are new.
- We are offering T-shirts and Sweatshirts for Sale for $5!! Please call Eugene Taylor if you wish to purchase one.
- Government Report by Jane Randolph. Jane announced the closing of the sale of 2 large parcels of land near Camp Creek for Commercial and Hotel Development. We also discussed the possible annexation of South Fulton County and several other Land discussions.
- Police Report. We have had 2-3 Burglaries in the past 3 months. 6 armed robberies by juveniles. Look out for Black hooded sweatshirts!!
- Our Guest Speaker was Bill Johnson, President of Strategic Planning Initiatives, LLC. Bill spoke about the new public forums and moratorium on construction. The proposed City Ordinance for zoning and in-fill development was tabled for further discussion at the council meeting on 3/6/6. There is currently a 90 day moratorium on In-fill construction and no permits will be issued. The demolition ordinance will include public hearings by Builders and the general public. This will result in the Builder waiting 10 days after the hearing for a permit to be issued. The proposed infill ordinance involves Style and Scale Controls, Building Setbacks and Height Restrictions. We had much discussion about all of this.
- We need your help for the Historic Preservation Study Group. Please contact Tony Mitchell if you would like to help.
- Phyllis Ray announced the Women’s Club Kitchen Tour on Saturday , April 8. We will also participate with out Plant and Pinestraw Sale.
- Our next meeting is April 11, 2006.

- Welcome
- Welcome new members and membership report. Richard Dickson announced that we currently have 96 paid members.
- Treasurer’s report handed out. We currently have a balance of $6,586.55 with encumbrances of $2,875.00
- Report of the landscape committee and plant/pinestraw sale.
- Police report. Armed robbery at Rugby and Main St. Also the speed limit on Rugby has been reduced to 30mph.
- Deborah Dobson from the Atlanta Montessori School spoke.
- Cleo Hudson presented information on the new tri-cities newspaper.
- Dr. Payne from Woodward spoke about the new K-3 school replacing the old Logino school at Walker and Atlanta Streets. He reported an estimated 150-200 cars and 2-4 busses in the morning and afternoon that will affect traffic in the neighborhood.
- We are establishing an historic preservation(smart development) study group. Those interested is assisting, please contact Eugene Taylor.
- Arts festival report by Sekena Abernathy. The festival will be moved to late September this year and will hopefully involve a tour of homes and movie in the park.
- Dick Zupp nees volunteers for hosting a youth choir visiting the Methodist Church.
- Announcement of the library book sale by Phyllis Ray.

We discussed the following:
- Sunday the 12th women’s club brunch $8. Calling Post—Mention of Women’s Club brunch. Possible mention of of other College Park activities.
- February meeting speakers will be Dr. Payne from Woodward Academy and Deborah Dobson from the Montessori school.
- Treasurer’s report presented by Tony Mitchell. Tony presented the board with a wonderful handout that showed our current balance and outstanding expenses and encumbrances.
- Update on historic preservation. We will have a committee chaired by Tom Fulkerson, Russ McIver, and Tony Mitchell to head up “smart development”. We will take volunteer’s from the HCPNA to assist the steering committee on various topics that will affect our “smart development”(historic preservation) process.
- Landscape committee—plant sale on April 8. Re-visit the date with Keith Theime.
- Charitable donation will be postponed from this month’s meeting.
- Refreshments for this month’s meeting will be headed by Sekena Abernathy. Eugene to assist. Our budget for refreshments is no more than $100/mtg.
- Communication—newsletter update from Eugene. Newsletter still in planning.
- Membership—we discussed the “Woodward” list. Kimberly to be called about the new neighbors at the corner of Rugby and White st.
- We have 86 paid members and 60 expired members. We will send out cards to the expired list.
- We discussed the march meeting vs. A social and decided to have a march meeting.
- Hal Cline reported on the bumper stickers and we will order 1,000 for $340. Every paid member will receive 1 and may purchase additional stickers for $1/ea.
- Arts festival committee to meet on the 23rd. We discussed the arts festival for September 30th.

We discussed the following:
- December Social moved to the 18th at Manchester Arms. Invitations to go out 12/8/05. We are sending out about 120 pieces.
- New Year’s card to go out 1/3/06, Sekena is getting bids on production. Currently we will order 500 generic New Year’s Cards with a membership coupon for Folk’s to either bring to the January Meeting or Mail in with their dues. We currently have a bid for about $233.00 for 500 cards. Russ and Hal will be assisting Sekena on this project.
- “Dogwoods and Sidewalks” to get produced and mailed out in the late Jan/Feb time frame.
We approved the funding for the 12/18 social and expect it to run no more than $250.00
- Our January Board Meeting will be on Jan. 4, with our regular HCPNA Meeting on Jan. 10, 2006.
- We have received the Historic Plaques and will sell them for $75.00/ea.
- The Festival Committee will come up with a date for the Art’s Festival in the fall and will present the request to the City Council at their next meeting on December 19, 2005.
- We discussed 2 other issues to be topics at the January meeting;
1) Historic Preservation. We will use “Dogwoods and Sidewalks” as a medium to supply information and progress to the neighborhood. Eugene will speak with Councilman Slider to get information on how we should be proceeding as an association, and we will invite Bill Johnson to speak for 10 minutes on the in-fill progress.
2) Neighborhood Crime and Neighborhood Watch. We will have a spokesperson from the Police Dept to give information on Crime and Neighborhood Watch.
- We will speak to the Chief of Police about the lack of Police Support currently in the neighborhood and request more patrol.

- We will hand deliver “Baskets”(Limit of $15 or less) with a HCPNA Sweatshirt, a letter from the Board plus other items to new neighbors. We will start with 30 families. We established a $450.00 Budget.
- We will send out a “Holiday” card with an invitation to the Dec. 13th Social to our existing members and former members. Gene to orchestrate.
- We will design a follow-up card to be sent out between Christmas and New Year’s featuring the “Sun” logo with a pre-printed membership card. Hal Cline and Sekena Abernathy to follow-up on design and cost.
- We will have a Board Meeting at 7pm on December 7th.
- Tony Mitchell provided a Treasurer’s Report from the membership monies from the Nov. 8th meeting.

- Minutes from last meeting, HCPNA Tentative Schedule, and Nov. 2 Board Meeting Adgenda were handed out by Eugene Taylor.
- Approval of Minutes from October 23 Planning Meeting were approved by the Board. (See Attached Exhibit “A”).
- Review of Upcoming Events and Calendar were discussed.
- Discussion of December 13 Social. We discussed drink tickets for Toys exchange at Kosmos. Gene to follow up with Kosmos and the Police Dept.
- We approved a December 7 Board Meeting.
- We had a discussion of 2006 Tentative Schedule (See Attached exhibit “B”).
- We discussed a Plant Sale Date for April in conjunction with Women’s Club Kitchen Tour.
- We discussed a Tour of Homes and Garden Tour Possibilities.
- We will revisit dates for Tour of Homes and Art’s Festival.
- We discussed Movie Night in a June/July time frame. July 15 or 22.
- Target Dates : Movie Night-July8, and a Charity Day-May 20.
- We discussed a Block Party for September and The Art’s Festival for October or vice\versa.
- In March, we discussed having a Social at the Manchester Arms in conjunction with St. Patrick’s Day on Friday, March 17th.
- We began our Membership discussion and the importance of driving new members. We discussed 3 issues of 1) Membership Committee, 2) Our Strategy, and 3) Woodward Families.
- Our Strategy involves Welcome Baskets, looking at past membership directories/roster and putting them on the call list, and a membership drive plan.
- We discussed the importance of involving the “Woodward” families and making them feel welcome. We discussed preparing Baskets for new neighbors with coupons, a personal letter on nice paper signed by the Board Members, etc. We decided to have another meeting on November 16 to Brainstorm and finalize our plans for this “drive”.
- We discussed the “Dogwoods and Sidewalks” Art work. Our first issue will be in early December before the December Social. We will have a membership coupon on the back of the issue.
- Tom Fulkerson will forward the sales in the neighborhood to Gene, who will find out the Owner’s names from the Tax office.
- We discussed a Christmas Card to about 500 people in December and Dogwoods and Sidewalks issue in January.
- Treasurer’s Report accounts for $5,355.00 in our Checking Account. We have about $800 in the Festival Account.
- For next Tuesday’s meeting, Gene will get the Snacks and Beverages. Bruce Green will speak on Historic Preservation.
- We will review with local Business’s the Discount Card.
- We discussed Committees and Events for the Festival, Landscaping and Plant Sale and for Charity Donations and Projects.

- We will try to get Bruce Green, historic preservation consultant to speak at the November meeting. Based on the questions from the neighbors we may form Panels.
- Other items discussed to improve the Assoc. were Block Parties, Christmas Party, Tour of Homes and Plant Sale, Yard of the Month, Quarterly Socials, Renewal of “Dogwoods and Sidewalks”, providing info to Patty for the Web site.
