Tom opened the meeting at 7:10 p.m. and welcomed the attendees.

Robert reported the opening balance: $7,113.67.
Memberships and sign deposits: $670.00
Adjusted balance: $7,783.67.
Expenses: $2,381.15
Current balance: $5,402.52

Robert presented his request (which had previously been presented to the Board, and was supported by the Board) that HCPNA provide $10 per player (max of $150) to support the "Redskins" kindergarten-age football team, that he is coaching. Tom asked for approval by the attendees. Ambrose Clay motioned to approve. I'm not sure who seconded it. The motion carried by voice vote with no opposing votes.
3. Feed Store Announcement – Peter Golaszewski
Peter spoke briefly about his business.
4. Upcoming Event – Music In The Park October 20 5-7 p.m.
Tom announced this.
5. Arts Festival Recap – Alison Hanlin
Artists were pleased. Many did well. Kids parade was a lot of fun. Still selling t-shirts to break even.
6. Police Report - Officer Camella Mungroo
Officer Mungroo reported two business robberies. One robbery of Wayfield’s at 10:00 p.m. Another at Blimpie’s. Two thefts of copper pipe and wire. One burglary where a door was kicked in but nothing was taken – a lady was in the shower. Another door was kicked in and a laptop was stolen. Two felons arrested. Flu shots are offered 10/29 from 9:00 a.m. to 3:00 p.m. at regional health center (clinic).
7. Code Enforcement Report – Julie Broadus
Julie said a new code enforcer was hired – he will take over Old National area. Last month: 154 inspections in Ward 2. Two yard sales per year; each needs a free permit. Political signs can be put in right-of-way downtown.
Julie Broadus (Ext. 1804, jbroadus@collegeparkga.com) provided a handout that shows her as now being assigned to Wards 2 & 4, and Damien Porche (Ext .1803, dporche@collegeparkga.com) being assigned to Wards 1 & 2.
8. Government Report - Jane Randolph
Mayor Longino reminded citizens they can vote early the week before the election. He said two hotels at the GICC will be owned by Business Development. AirTran will be building a training facility down on Godby Road. Dick Zupp Park will be renovated.
9. Membership Report – Eileen Murphy
Eileen said there had been 8-10 renewals this night.
10. Announcements
a. Steven Bush – thanks for coming out to the LCI meeting. Next meeting is ?? HCPNA did a good job of cleaning up after the festival. We are close on the rework of old fire and police station in December. There is a new shoe store on Main Street, Head Over Heels. Anticipating new specialty wine store downtown on Main Street. It’s Public Power Week.
b. Linda Gravitt – Oct. 23 blood drive at Woodward. Would a community blood drive in January be supported?
c. Tom Fulkerson - Date of the next meeting is Tuesday, November 13. Food will be provided by Starlight Cantina. The annual Christmas Party is targeted for Sunday, December 2nd.

Tom opened the meeting at 7:00 p.m. and welcomed the attendees.
1. Upcoming Events - Tom Fulkerson
Tom announced the neighborhood events that are planned for the next two months:
a. Arts Festival, Saturday, September 29th, 11:00 AM to 5:00 PM.
Allison Hanlin and Linda Gravitt described the festivities. In addition to the traditional artist’s booths, musical entertainment, and Children’s Area, there will be some “small town” events including a Pet Parade and Chili cookoff. HCPNA will greet guests, provide directional signs, perform cleanup, and sell hot dogs, hamburgers, and soft drinks.
b. Music in the Park, Saturday October 20th, 5:00 PM
Bring your own picnic basket with soft drinks. HCPNA will provide the Peachtree Jazz musicians to entertain.
2. Nominating Committee Update - Phyliss Ray
Phyliss Ray read the nomination slate for the second time. There were changes from the reading last month due to Ambrose Clay running for Ward 1 Councilman. Ambrose withdrew his acceptance of the nomination for Vice-President. A copy of the Nominating Committee report is attached to these minutes. There were no nominations from the floor, so the candidate slate stands as read, and will be voted on at the October regular meeting.
3. Tour De 29 - Tracie Green
Tracie reported that the first Tour event held in College Park was the “Autumn Happenings” Children’s Festival, held on Saturday, September 8. She provided literature on the Tour’s Schedule of Events and the Fulton County Arts Center Schedule.
4. Livable Centers Initiative (LCI) - Steven Bush
Steven announced that there would be a meeting on Wednesday, September 12 to solicit public input for a study whose goal is to “preserve, revitalize, and enhance Historic Downtown College Park as a mixed-use Activity Center”.
5. Police Report - Officer Camella Mungroo
Officer Mungroo reported that there had been six burglaries between Vesta and Cambridge. One involved an assault during the day on a worker at a home renovation. Several residents reported seeing what may be a team of perpetrators. One member of the team wears a safety vest, positions himself where he can watch the area being burgled, and may be directing the others via his cell phone. Officer Mungroo also reported one stolen vehicle. In addition to 911, residents may phone (404) 761-3131, extension 2500, to report suspicious activity. When on duty, Officer Mungroo can be reached on her cell phone (404) 427-5578.
6. Government Report - Jane Randolph
Jane deferred to Mayor Longino and Councilman Wyatt. The Mayor described improvements being made to Zup Park, the Recreation Center on Godby Road, and Jamestown Park. He also mentioned that Jamestown Park was being renamed in honor of Councilman Phillips at a dedication on Saturday, October 6. Finally, the Hotel Indigo should start the building permit process near the end of this year. Construction will take about a year. It will be located near the Bell South (now AT&T) parking garage.
7. Membership Report - Richard Dickson
Richard was not present, but Tom stated that membership was about 200.
8. Treasurer’s Report – Robert Golden
Robert was not present, so there was no report. However, Tom stated that our bank account was healthy.
9. Announcements
a. Kristin Mayeski announced that there is a group working to establish a charter school in the College Park area. She noted that the Fulton County School Board recently turned down all requests for charters. She asked that neighbors write letters in support of the chartering effort.
b. Kipp Carr announced that he was forming a College Park Civic Forum to give citizens the opportunity to hear the candidates for Mayor and City Council. He asked that anyone who would like to help contact him.
10. Adjourn
The meeting was adjourned at approximately 8:10 p.m. so that members could tour the new Woodward School. Missy Duncan led the tour.

Academy Grill
The following items were discussed (item numbers correspond to agenda item numbers, which approximate the order of presentation):
0. Welcome – Tom Fulkerson
Tom opened the meeting at 7:07 p.m. and welcomed the attendees.
Tom introduced Stephen Parente who spoke about his internet coffee house, “Happy Coffee”.
Tom introduced our host Raymond Cornelius, owner of the Academy Grill, and generous provider of the evening’s hors d’ oeuvres.
1. Summer Events - Tom Fulkerson
Tom discussed the HCPNA social events that are planned for the next two months (Regular meetings will be suspended for July & August, although the Board will continue to meet.):
a. Social in the Park, Saturday, July 7th
HCPNA will provide food and soft drinks (no alcohol).
b. Music in the Park, August 25th
Bring your own picnic basket with soft drinks. HCPNA will provide Jazz musicians to entertain.
2. Arts Festival - Allison Hanlin
Allison described plans for this year’s festival, to be held on Saturday, September 29th, in Barrett Park, from 11:00 a.m. to 5:00 p.m. In addition to the traditional artist’s booths, musical entertainment, and Children’s Area, there will be some “small town” events including a Pet Parade and Chili cookoff. (The T-shirt design has been decided - in the June Dogwoods and Sidewalks)
3. Development Director - Rebecca Ferguson
College Park’s new Economic Development Director, who is originally from New Orleans, provided some background on two of her former positions with the GA Dept. of Economic Development, and as Carrollton’s Downtown Developer. She stressed the importance of Communication, Competition, and Collaboration in attracting new business to College Park. She then described some of the exciting projects (some involving government grants) that are underway around College Park.
4. Government Report - Jane Randolph
Jane deferred to Mayor Longino. The Mayor stated that the budget process for next fiscal year had been concluded successfully. He mentioned additional vehicles budgeted for the Police Department and Public Works, and talked about plans for a multiuse facility in the old Police Station. He also mentioned the new housing development, Oxford Estates. Finally, he invited everyone to attend the Mayor’s Ball on Saturday, August 18th.
5. Police Report - Officer Camella Mungroo
Officer Mungroo reported that Forest Park arrested 4 suspects involved in flat screen TV burglaries from businesses. Since then, there have been no more burglaries of that type in College Park. She also described several recent burglaries from homes, and a DUI incident.
6. Code Enforcement Report
Julie was not present, so there was no report.
7. Treasurer’s Report – Robert Golden
Robert was not present, so there was no report.
8. Membership Report - Richard Dickson
Richard passed out paper copies of the HCPNA roster. There are 169 current and former members listed, of which 120 are currently renewed. He stressed that these were for neighbors to contact neighbors, not to be used for solicitation by businesses. He also stated that the Board had decided not to post the roster on the web. Instead it will be published in paper form twice a year.
9. Announcements
a. Ambrose Clay announced that the Mayor and Council had approved a “turning point” (from runway heading to headings of 280 or 290 degrees) for aircraft departing to the west on runway 26L. This decision will be sent to the FAA. It may take up to a year before it is implemented. Anyone interested in seeing diagrams should see Ambrose after the meeting.
b. Eileen Murphy read a letter from Sandy Causey (who was ill) encouraging everyone to attend the Mayor’s Ball on August 18th.
c. Don Shomaker said that 150 people attended the College Park Arts Council Silent Auction on June 2nd. About 40% of the art was sold. Don invited neighbors to join and support the Arts in College Park. Basic membership fees are $35 single, and $45 family. Higher donation levels are welcome.

Tom opened the meeting at 7:10 p.m. and welcomed the attendees.
2. Plant Sale - Ed Whitesides
Ed did not attend. Tom reported that we made about $600 on the plant sale, less $300 spent for signs. However, the signs will be re-used in future years.
3. HCPNA Summer/Fall Calendar - Tom Fulkerson
Tom discussed the HCPNA events that are planned for the next several months:
a. June Meeting (Woodward), Tuesday, June 12th
b. Social in the Circle (in the Park), Saturday, July 7th
c. Music in the Park - August (date TBD)
d. Art Festival (in the Park), Saturday, September 29th
4. Arts Council - Don Shomaker
Don reported that as of April 30th, the Arts Council had been granted non-profit status. The Council is looking forward to sponsoring a number of events throughout the coming year. Currently they are sponsoring the Art Walk on Main Street. Officers are:

5. Police Report - Officer Camella Mungroo
Things have been relatively quiet. There was one robbery.
Julie from Code Enforcement discussed what could be done about property owners who don’t maintain their yards.
6. Government Report - Jane Randolph
a. There will be a public hearing next week Re the conversion of the apartments at 1790 - 1804 Lyle, to condominiums. Some neighbors have concerns.
b. The City of Atlanta wants to expand the airport beyond Riverdale Road into College Park’s hospitality area. If this happens it could remove 1400 hotel rooms from the CP tax roles.
c. There is a new housing development planned near Herschel Road that will contain 117 homes. It will be called Oxford Estates.
7. Treasurer’s Report – Robert Golden
The end of the month balance in the treasury was $8,106.43
8. Membership Report - Kim Cline
Kim was not present. There was no report.
9. Announcements
a. There will be a meeting on June 17, to enlist volunteers for the Mayor’s Ball. Please contact Sandy Causey if you can help.
b. Jane Randolph will be disposing of excess Irises in the next few days from her home at 1855 Rugby. Please stop by with a shovel if you would like some.

2. Plant Sale - Ed Whitesides
Ed reminded everyone about the Plant Sale on Saturday, 4/14/07 at the CP Woman’s Club from 10:00 a.m. until 3:00 p.m. Volunteers are needed to help price, sell, etc. Please contact Ed.
3. Airport Update - Ambrose Clay
Ambrose mentioned that there had been a recent meeting with the FAA. College Park City currently has the action to recommend the location of the turning point onto the 280 and 290 vectors. The City has hired a couple of consultants to help. The consultants’ recommendation is expected to be reviewed with the Mayor and Council prior to responding to the FAA and City of Atlanta Aviation Dept. There possibly may be a meeting for public input. If that should occur, HCPNA will put out a notice via Calling Post.
4. Police Report - Officer Camella Mungroo
The next offering of the Citizens’ Police Academy begins in two days, there are still openings.
There has been a rash of burglaries of local businesses. Thieves break a window and quickly steal all flat screen TVs. One business burglarized was the new Academy Grill and the Brake Pad.
Chief Yandura responded, to a question on staffing, that the CP Police Dept. currently has 8 vacancies

Neither Jane nor anyone else was available at the meeting to give this report.
6. Treasurer’s Report – Robert Golden
The end of the month balance in the treasury was $7,333.40.
7. Membership Report - Kim Cline
Three members have paid dues since the last report. Kim urged attendees to consider whether they have paid their dues for this year. (Kim gave the report since Richard was not there)
8. Announcements
a. Several new members introduced themselves.
b. Kelly White introduced Jay Thomas, pastor of CP Presbyterian Church. He announced a kick-off meeting at the church on Saturday, 4/14/07 from 10:00 a.m. until 1:00 p.m., to explore possible projects for volunteers to help various community groups. The projects will run for 6 weeks. All are welcome. For more info call 404-767-4985.
c. Judy Gorman - Woman’s Club Kitchen Tour, Saturday, 4/21/07, from 10:00 a.m. to 4:00 p.m. Advance tickets available on-line at www.collegeparkwomansclub.org.
d. Ramond Cornelius - Owner of the Academy Grill thanked all for their support. Hours are Monday - Thursday, 7:00 a.m. - 10:00 p.m.; Friday - Saturday, 7:00 a.m. - 11:00 p.m.
e. Sandy Causey - 2007 Mayor’s Ball will be held Saturday, August 18
f. Kip Carr - House Bill 227 - Cable TV - If passed, complaints about service will no longer be able to be lodged with the City of CP, but will have to be communicated to a state commission.
Another bill being considered will force cities (like Atlanta, which owns 30% of CP) to pay property taxes to other cities whose property they own.
g. Russ McIver - Extended his daughter’s thanks for the neighborhood’s support with the Girl Scout Cookie Sale. She was the top seller for her grade with the Northwest Georgia Council.

1. Welcome – Ambrose Clay
Due to Tom Fulkerson and Kim Cline being out of town, Ambrose
opened the meeting at 7:07 p.m. and welcomed the attendees.
2. Membership Report - Richard Dickson
Richard asked to give his report at the end of the meeting because a
number of neighbors were renewing tonight. Later, Richard
announced that 104 households have rejoined for 2007. (Dues are
$35 for families, $25 for individuals, and $30 for senior citizens.)
3. Imagine School Charter Initiative - Carol Shaginaw
Carol explained that the supporters of the Initiative are working to
establish a K - 5 charter school that would open in 2009. It would
serve College Park, East Point, and Hapeville. It would be an
alternative to the existing district public schools, and to Woodward
Academy. She urged neighbors to lend their support by signing the
on-line petition at: http://www.atlantasouthside.com/charter/charter.aspx. Carol
distributed a fact sheet on charter schools.
4. HCP Arts Festival - 2007 - Allison Hanlin
Allison announced plans for the annual festival. This year, the scope is
being reduced to that of a more local affair. Pending approval from
the City, it will be held in Barrett Park, rather than on Rugby Ave.
Artist participation will be by invitation.
5. Treasurer’s report – Robert Golden
Robert announced that the Association’s current bank balance is
$7,281.59.
6. Government Report - Jane Randolph
Jane opened by urging residents to attend City Council meetings.
There is a lot going on these days. Since Councilman Rusty Slider was
present, Jane then deferred to him. (Councilman Tracey Wyatt also
attended.)
With regard to the Airport Noise discussions with the City
of Atlanta, Rusty reported that there were disagreements over College
Park land purchases by the Airport. Also, he said that he had heard
reports that some planes departing after 10:00 p.m. were following
the northernmost vector (290 degrees), contrary to what had been
recently agreed. Rusty then answered a number of questions from
neighbors regarding what was happening around the city.
7. Police Report – Officer Camella Mungroo
Officer Mungroo reported that there had been a couple burglaries over
the past month. She urged residents to keep a record of the serial
numbers of their possessions. She noted that some people inscribe
their driver’s license number on their valuable items.
Chief Gary Yandura then discussed some other notable events in the
City, such as the recurring disappearance of Councilman Slider’s car.
The Chief announced that there would be a new session of the CP
Citizens Police Academy starting on Thursday, April 12 from 6:30 p.m.
to 9:00 p.m. Interested citizens should call the CP Police Department
to register. Based on a show of hands, many of the attendees this
evening had graduated from the Citizens Police Academy.
8. “Trees Atlanta” Planting - March 24 - Ambrose Clay
Ambrose announced that more than 40 trees will be planted on
Saturday, March 24 from 9:00 a.m. to noon. He provided a sign-up
sheet for volunteers who could help plant. Planting headquarters will
be in Barrett Park. Refreshments will be served for those who
participate.
Recipients of trees will need to mark the planting location(s), and
ensure that there is nothing underground (gas lines, water lines, etc.)
that might be damaged by the planting. Trees Atlanta nor HCPNA
assume no responsibility for damage.
Susan Pierce from Trees Atlanta will survey the neighborhood and
recommend the type of tree that would be best for each location.
[Following the meeting it was determined that Susan and Tom would
tour the neighborhood on Friday, 3/15/07 to view selected locations
and speak with homeowners.] Homeowners may choose to disagree
and select another of the available types, if they wish. Anyone who
has not yet paid should get their check to Tom Fulkerson
9. Truly Living Well Natural Urban Farms - K Rashid Nuri
Mr. Nuri offered neighbors an opportunity to obtain fresh vegetables
weekly from “urban farms”, one of which is located in the
neighborhood along Washington Road. He also invited neighbors to
contact him (404-520-8331) to take a farm tour. Some brochures
were distributed.

10. Plant Sale - April 14 - Ed Whitesides
Ed reminded everyone that the annual Plant Sale would be held on
Saturday, April 14, at the Women’s Club from 10:00 a.m. until 3:00
p.m. Ed provided a sign-up sheet for volunteers to help with the sale.
11. Announcements
Sandy Causey announced that this year’s Mayor’s Ball will be held on
Saturday, August 18.
Sandy also reminded everyone that the Women’s Club Fashion Show
and Luncheon will be held Saturday, 3/17/07 at the Women’s Club.

1. Welcome – Tom Fulkerson
Tom opened the meeting at approximately 7:10 p.m. and welcomed the attendees.
2. Guest Speaker – Steven Busch, Main Street Manager – Streetscape Plans
Steven described plans for improving Main street and Virginia Ave, as well as many other exciting developments in College Park:
a. The streetscape (sidewalks, curbs, etc.) along Main street between Princeton and Harvard, and between Rugby and Walker will be rebuilt - to be completed by the end of 2007. Plans have been released and are 95% complete. Permission to proceed should be obtained by the end of March. There will be a “greenspace” in front of the Brakepad restaurant.
b. Residents were advised to drive by the construction site of the Academy Grill on Virginia Avenue, if they wished to get an idea of the style of streetscape that will eventually run all the way to nearby hotels. The intent is to have a wide, welcoming sidewalk to encourage business from hotel visitors. He also noted that the land next to the grill is about to be sold and developed.
One resident expressed concern that there was no buffer between the new sidewalk and fast-moving traffic on Virginia. Another resident suggested that cleanliness and lighting be improved beneath the underpass at Virginia and Main.
c. The City is hoping to get a Living Center grant from the Atlanta Regional Council, in a few weeks, which would facilitate improvements.
d. The Indigo Hotel plans are moving forward again, under the direction of a new architect.
e. The old police and fire station buildings are being sold. They will be developed as office space on the first floor and condominiums on the second. This is in keeping with the current trend for people to move back into town where they can be close to shops, restaurants, and public transportation.
g. The new building next to Bank of America will house offices for “Av Air Pro”.
h. The new building at John Wesley and College will house a regional counseling center, which is being relocated from a location outside of College Park.
i. An MOU has been signed for $230M of development around the GICC. Phase I will include two hotels and office space.
3. Trees Atlanta Project Update – Tom Fulkerson
Tom described a great opportunity for HCPNA members to sponsor adding one or more trees to their front yard (or a neighbor’s) for $25 per tree, planted and mulched. The HCPNA will match $25 per tree, and Trees Atlanta will pay the rest of the cost. Planting will be done by members of Trees Atlanta and HCPNA volunteers. You must be an HCPNA member to sponsor a tree (i.e, you must have paid your 2006-2007 dues). The owner will need to mark the planting location(s), and ensure that there is nothing underground (gas lines, water lines, etc.) that might be damaged by the planting. Trees Atlanta nor HCPNA assume no responsibility for damage.
Plantings will take place on Saturday, March 24th. Prior to that date, Susan Pierce from Trees Atlanta will survey the neighborhood and recommend the type of tree that would be best for each location. Homeowners may choose to disagree and select another of the available types, if they wish. Those who wish to participate should place their order with Tom Fulkerson by phone (404-680-1228) or email (tomfulkerson@remax.net) ASAP (first come first served), and submit a check made out to HCPNA by March 1st.
4. Membership Report - Richard Dickson
Richard announced that 88 households have rejoined for 2007. We had 185 last year. (Dues are $35 for families, $25 for individuals, and $30 for senior citizens.) Attendees were asked to stop by the membership table to pay, to check the accuracy of their membership profile, and to check their phone number on the Calling Post automated calling list that is used to announce HCPNA meetings and events.
5. Treasurer’s report – Robert Golden
Due to Robert’s absence, there was no report. However, Tom Fulkerson stated that our reserves are strong.
6. Government Report - Jane Randolph
Since Mayor Longino was present, Jane deferred to him. The Mayor reported that things in the city were going smoothly.
7. Police Report – Chief Gary Yandura
Chief Yandura reported on activities during the past month:
a. There is an ongoing Valentines Day party at the Recreation Center until 9:00 p.m. All are invited to attend after the meeting.
b. Three SWAT teams were called to one of the hotels where senior US Army staff were holding a conference. Due to poor communication, 20 invited guests from Qatar were considered a potential threat when they checked in.
c. There were three burglaries, 2 of which were on Lyle. All occurred during daylight in the morning.
d. Five cars were broken into, 3 of which were unlocked.
e. The Police Department is proposing to purchase high tech video camera systems (for mounting in police vehicles) that will scan and recognize license tags at a rate of 3,000 per hour per system. When a recognized tag is found to match with a database of stolen vehicles, an alarm is sounded on the laptop in the police vehicle. In a very short period during demonstrations recently, several stolen vehicles were apprehended. The system costs $23,000 per equipped vehicle.
f. A technique for breaking into homes called “lock bumping” is being described on the web.
9. Volunteers for the Upcoming Year’s Committees – Tom Fulkerson
Anyone interested in serving on the HCPNA standing committees was asked to contact Tom (email: tomfulkerson@remax.net). This year’s standing committees are:

The HCPNA Board has been considering a number of events for this year, in addition to the Arts Festival (e.g., socials, movies in the park)
10. Announcements – Tom Fulkerson
Tom asked if anyone had any announcements.:
a. Ed – The plant sale will be on Saturday, April 14 from 10:00 a.m. until 3:00 p.m. at the Women’s Club.
b. Patricia – There will be a FREE workshop on how to “Research Your Family Tree” at the CP Historical Society (behind City Hall) on Saturday, February 17 at 2:00 p.m. For more information call 404-762-5459.
c. Patricia – As a follow-up to last month’s presentation on the National Archives (by James McSweeney, Administrator), there will be a FREE guided tour of the National Archives facility in Morrow on Saturday, March 10. Participants should meet in the Archives parking lot at 9:15. If you plan to attend please call Cleo Hudson at 404-768-0231 to register (so they can get a head count of those planning to attend).
d. Allison & Jason – Would like to start a CSA program with a local farm (at Serenby) to get fresh, organic vegetables each week. She is looking for neighbors who would like to participate. Another neighbor mentioned that there was already one such program in the neighborhood that they should look into.
e. Charlie – Is organizing a group to see what can be done to improve the local public schools (as an alternative for those who can’t afford Woodward, and in advance of a planned Charter School opening in 2009). He indicated that the City Council states that it is the County’s responsibility, so the group would attempt to work with County Officials to improve the educational situation.
f. Patty McIver - (by email after the meeting) requested that we mention that Woodward is having an “e-recycling” drive (computers, monitors, printers etc.) on Saturday, February 24, from 9:00 a.m. to 1:00 p.m. at the Middle School Lounge. Cost is $5 per load (not individual item). Equipment does not have to be working. The announcement states: “You should delete your data before bringing in your equipment for donation. However, both the Computer Club and TechCorps GA will employ utilities that conform to Department of Defense standards for erasing data from the hard drives.”

Cline
Richard Dickson was absent so Kimberly Cline reported. Kim
announced that 71 households had paid their 2007 membership dues.
Dues are $35 for families, $25 for individuals, and $30 for senior
citizens. Attendees were asked to stop by the membership table to
pay and to check the accuracy of their membership profile.
3. Treasurer’s report – Robert Golden
Robert announced that the association’s bank balance on December 31, 2006 was $7608.43.
4. Government Report - Jane Randolph
Jane stated that:
a. There is currently an issue with the Rural Metro ambulance service refusing to take victims to Piedmont Hospital.
b. The CP Development Director has resigned.
c. The new Public Works Director is Dexter White.
d. The City is close to getting an MOU signed regarding the GICC hotels.
5. Police Report – Officer Camella Mungroo
Office Mungroo reported that thieves are currently trying to steal copper from construction sites due to an increase in market prices. She thanked the Association for the toys donated at the Christmas HCPNA party. Chief Yandura participated in a lengthy discussion regarding
what is being done to rid the neighborhood of drug dealers. He urged
residents not to be reluctant to call the police to report suspicious
persons.
6. National Archives and Records Administration – Guest Speaker – James McSweeney, Administrator Mr. McSweeney gave a very informative presentation, with excellent examples of the broad range of material that is kept in the Southeast
Regional Center in Morrow, GA. He emphasized the educational role
played by the Southeast Center, and the National Archives in general.
He described educational partnerships that had been forged with
schools in several counties, and offered to do something similar with
schools in our area. Lastly, he extended an invitation for our members
to visit the Morrow facility, and handed out an informational brochure.
7. Airport Vectors and Noise Update – Ambrose Clay
Ambrose introduced City Manger William Johnson who commented on the City’s Noise Abatement activities in general. Ambrose then gave a detailed explanation of what had been proposed in discussions with the FAA. In particular, he said that the strategy was to move the new departure vectors closer to Camp Creek Parkway (where they used to be) by having pilots delay their turn onto the new headings.
8. Trees Atlanta Project Update – Tom Fulkerson
Tom mentioned that the City had some issues that needed to be resolved before they could agree to plantings along the MARTA right of- way. He said that the proposed date (for HCPNA members to plant) had been February 11, but that date was now in jeopardy. Update to follow.

a. Girls Scouts will begin to sell cookies in a week, and she would

b. She distributed cardboard boxes for families to use to save “pop tops” from aluminum cans. When a box is filled, please call
her and she will come and collect the contents. The aluminum
will be reclaimed and the proceeds will go to benefit Ronald
McDonald house.

1. Welcome – Tom Fulkerson
Tom opened the meeting at approximately 7:15 p.m., welcomed the
attendees, and announced that he would not be able to stay for the
remainder of the meeting due to a broken water pipe at home. He
asked Ambrose to conduct the remainder of the meeting.
2. Welcome New Members and Membership Report - Kimberly Cline
Kim announced that membership remained at 158 households.
3. Presentation of the People Mover and Updates from The Convention Center - Hugh Austin
Hugh gave a very interesting and enthusiastic report. He covered the
history and vital statistics of the Convention Center. He discussed the
status and timetable of future events for the People Mover, CONRAC,
and Hotel Development. This is a project of which College Park can be
proud, a good source of revenue for the City, and a potential draw for
local businesses.
4. Police Report – Officer Camella Mungroo
There have been two robberies in the neighborhood. They appear to
be linked. Officer Mungroo gave great tips on how to avoid being a
crime victim during the holidays. Ambrose reported that the police
and City workers had addressed graffiti in Barrett Park.
5. Government Report - Jane Randolph
Jane said that the City was continuing to work with Ben DeCosta
(Airport Manager) on aircraft noise. Ambrose asked the group if the
noise seemed to be getting better, and the consensus was that it was.
Russ McIver announced that the City Council had voted itself a salary
increase, retirement benefits increase, and had reinstated the utility
allowance.

8. Announcements – Ambrose Clay
a. TREE’S Atlanta Project Update
Tom believes that the City may split the $1000 tree fee with HCPNA.
$1,000 will provide about 30 trees. The plan would be to have a tree
planting one day next spring. HCPNA members, supported by City
workers, would do the planting. In addition to Marta right-of-way, trees
may be planted along main City streets where trees have been lost.
b. Christmas Party
The HCPNA Christmas Party will be held at Manchester Arm’s on
Sunday 12/3/06 from 5:00 p.m. until 8:00 p.m. Hors d'oeuvres
and one drink ticket (per person) will be provided by HCPNA. Members
are requested to bring an unwrapped toy as a donation for needy children.
c. Main Street College Park Art’s Event
Steven Bush, City of CP Main Street Manager, elaborated on the
event that will be held at Manchester Arms from 4:00 p.m. to
8:00 p.m. on Saturday, November 18, 2006. Proceeds from an
admission donation of $10 per person will go to Project Open
Hand.
d. Holiday and New Year’s Cards
HCPNA will be sending out Holiday and New Years cards. A
membership form will be included with the New Years cards. A
primary goal for this year is to increase membership.
e. Historic Marker’s Update
Tom is aware of some T-1 grant money that is available to erect
large historic markers at entrance points. The markers would
contain historic information on College Park.
f. Dogwoods and Sidewalks Update
Kim will be responsible for publishing this quarterly newsletter.
One of the features of each issue may be an article profiling a local
business. The first issue will be mailed to all members via U.S. mail, and
a soft copy will be put on the web site as well. For the following issues,
members that have email and web access will receive notification of
publication by email, with a link that points to the soft copy on the web site.
Members who do not have email and web access may elect to get their
copy by U.S. mail. Extra copies will be printed for distribution at local
businesses.

1. Call to Order - Richard Dickson
Due to Eugene Taylor’s resignation (as a result of moving out of College Park), Richard Dickson had assumed the presidency. He called the meeting to order at approximately 7:00 p.m.
2. Elect New Officers and Board Members – Richard Dickson
At the September meeting, no additional nominations to the slate proposed by the Nominating Committee had been made, so there was no need for a paper ballot. The proposed slate was:

A plaque was presented to Eugene Taylor for his outstanding service as 2005 – 2006 president. He will be missed.
A plaque was presented to Patty McIver for her outstanding service as webmaster. Fortunately, she will continue to serve.
4. Welcome New Members – Tom Fulkerson
New president Tom Fulkerson welcomed all in attendance and expressed his optimism for a successful year.
5. Membership Report – Richard Dickson
25 new members joined at the Art Festival. There are now 158 paid households.
6. "Trees Atlanta" Presentation – Susan Pierce
Susan described the benefits of trees and stated that the mission of her organization was: to “improve the urban forest in Atlanta” (including its suburbs). Her organization has worked with East Point and would be happy to work with College Park. She handed out brochures. Questions may be addressed to her via her email address (susan@treesatlanta.org).

8. Airport Meeting Update – Ambrose Clay
Ambrose described what led up to the meeting, who attended from CP City Council and the Airport, some of the points made at the meeting, and some of the issues going forward. Ambrose explained what constituted violation of the currently approved departure procedures and requested volunteers (from those living north of the 290 degree departure vector) to provide him with date and time so that the offending aircraft could be tracked, and appropriate notice given to the Airport. (After the meeting, Spotter’s logs and vector plots were given to those who volunteered.)
9. Q&A for Ambrose
Ambrose answered several questions from members. A lengthy commentary was provided by a former resident of College Park (Walter Gunter - now living in East Point – invited by Sakena Abernathy). He commented on the public hearing held on Monday, 10/9/06.
10. Police Report
a. Recently, a car was stolen from next door to the Chief’s house. Last week there was an armed robbery at Subway (no one was injured).
b. Chief Yandura announced that the Kiwanis Club would be holding a benefit breakfast at the Methodist church, starting at 7:00 a.m. on October 28.
c. College Park’s new Fire Chief, David Walson, introduced himself. He left brochures on the FRENDS program (assistance to disabled individuals in times of emergency)
11. Arts Festival Recap – Sakena Abernathy
The Festival was very successful and made $3,300. There are only 36 T-Shirts left. In view of that, Tom Fulkerson requested that the Festival Committee return the $500 check provided by the HCPNA.
12. Announcements for the November and December Meeting Itinerary – Tom Fulkerson
The annual Christmas Party will be held on December 3, at Manchester Arms. There will be no regular meeting.

The meeting began at approximately 7:00 p.m. and adjourned about 8:20 p.m. The purpose of the meeting was to determine Association objectives for this year. The following items were discussed. They are organized by topic, not chronologically (“AI” indicates an Action Item):
1. Mission
Eileen questioned whether HCPNA had a mission statement. After some discussion it was decided that we should create a new mission statement, but not spend an inordinate amount of time crafting it.
AI – All. Come to the next board meeting with items you think should be included in the mission statement.
Some potential items for inclusion in the mission statement were discussed:
a. The HCPNA exists primarily to benefit the residents of the HCP neighborhood.
b. Focus is on improving property values and quality of life.
c. The HCPNA exists secondarily to benefit the City of CP.
This is accomplished indirectly by improving the HCP neighborhood; those techniques that are effective can potentially be adopted by other CP neighborhoods.
This is accomplished directly by HCPNA partnering with the City of CP (e.g., work with the Main Street Manager) to improve the downtown Main Street area, which is the locus of City Government, and a major factor in the externally perceived Image of College Park.
d. CP residents who live outside of the HCP neighborhood may be HCPNA members, provided that they support the primary goal of the HCPNA, which is to benefit residents of the HCP neighborhood.
2. Membership
Tom wants a major goal this year to be to increase membership. There was enthusiastic agreement on this goal and the following techniques for achieving it:
a. Personal contact
Woodward parents (and other new residents) should be encouraged to become members.
AI – Kim & Eileen. Solicit Missy Duncan and Terry Lawler to help recruit Woodward parents.
Long-time residents (particularly those who formerly were members) should be encouraged to become members.
AI-Jane and Phyliss. Work to get longer term residents contacted.
b. Resume quarterly publishing of the “Dogwoods and Sidewalks” newsletter. Include a map of the HCP neighborhood boundaries (Richard noted that the Department of Interior has such a map on its web site).
c. Do a mailing with a renewal coupon around Christmastime. We should plan on at least two mailings during the year.
3. Arts Festival
It was agreed that: The Art Festival committee is one of the standing committees of the HCPNA. As such, its funds are HCPNA funds. The reason it has a separate bank account is so that it can retain seed money and disburse it as necessary in preparation for the annual festival. The committee should submit a plan (for the Festival and any other events that they might want to add for this year), and an associated budget, to the HCPNA Board for approval. The committee will then retain an appropriate amount of seed money in its bank account to support those events. Excess money will be transferred to the HCPNA bank account as the events are completed.
AI-Kim. Will communicate this to the Art Festival committee.
Ambrose mentioned that the Main Street Manger has an advisory committee for art events in which Don Shomaker is a primary member. He suggested that it may be advantageous for the Art Festival committee to coordinate with these efforts.

4. Other Committees
a. Ambrose volunteered to head a committee on Airport Noise, if such becomes necessary (He is currently working with Rusty Slider and the City Attorney on this issue, and already has a pseudo committee made up of “Aircraft Spotters”.).
b. Richard suggested that we have a committee on Public Safety. It would deal with issues such as traffic, speeding, etc.
c. Landscaping Committee
One project for this committee might be to work with Trees Atlanta and Marta to replace Dogwoods that were removed when the Marta right-of-way was created.
AI-Jane Will get contact information for appropriate Marta Board members and give to Tom.
AI-Tom Will contact Marta Board members to solicit their cooperation (Marta had committed to replacing the trees but it never happened.).
